DELAWARE COUNTY COMMISSIONERS MEETING

January 5, 2009

The Board of County Commissioners of Delaware County, Oklahoma, met in Regular Session on January 5, 2009 at  9:14 A.M.   Agenda was posted December 29, 2008 at 4:26 P.M. on east entrance door. 

 

Members of the Board present were Chairman-Ken Crowder, Commissioner Billy Cornell-Member and Commissioner  Dave Kendrick-Member.   The Board of Delaware County Commissioners are hereby authorized to take action on the following items:

 

AGENDA #1-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to approve of the agenda as posted.   Roll call: Commissioner Crowder-yes, Commissioner Kendrick-yes, Commissioner Cornell-yes. Motion carried.

 

AGENDA #2-A motion was made by Commissioner Crowder and seconded by Commissioner Kendrick to approve of the appointment of Billy Cornell as the Chairman of the Board of County Commissioners for the of 2009.  Roll call: Commissioner Crowder-yes, Commissioner Kendrick-yes, Commissioner Cornell-yes. Motion carried.

 

AGENDA #3-A motion was made by Commissioner Kendrick and seconded Commissioner Crowder to approve of minutes of Regular Meeting of 12/29/08.   Roll call: Commissioner Cornell -yes, Commissioner Kendrick-yes, Commissioner Crowder -yes. Motion carried.

AGENDA #6-A motion was made by Commissioner Crowder and seconded by Commissioner Kendrick to receive/file/discuss any reports from engineers for Delaware County road/bridge projects. Tim McCrary gave updates on road/bridge projects.  Roll call: Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes. Motion carried.

 

AGENDA #7-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to accept the lowest or best bid on the lease purchase of a new rescue truck for the Oaks Fire Dept.  The lowest bid from Neel Fire Protection was not accepted due to no knowledge of  their reputation as a business and also that the option to purchase an F-550 was more suitable for use.  Blanchat  Mfg. was chosen as the Best bid for an F-550 and as a reputable company in good standing. A letter was submitted from the Oaks Fire Dept.   Roll call: Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes. Motion carried.

 

AGENDA #8-A motion was made by Commissioner Cornell and seconded by Commissioner Crowder to open and review all bids submitted on a lease/purchase of a motor grader and a backhoe /loader for Dist. #2 through ODOT revolving fund. Bids received are as follows: Base Price on a Motor Grader- Scott Construction $155,000.00; Frontier Equip.-No Bid; Warren Cat-$170,000.00; Keystone Equip.-$161,490.00; Van Keppel $159,423.00.   Base Price on a Backhoe/Loader:  Scott Construct.-$58,959.00; Frontier Equip.-No bid; Warren Cat-$66,125.00; Keystone Equip.-69,990.00; Van Keppel-No Bid.  Acceptance has been tabled for (1) one week 1-12-09 for review on both items.   Roll call: Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder- yes. Motion carried.

 

AGENDA #9-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to open and review all bids submitted on lease/purchase of a Track type Loader for Dist. #3 through ODOT Revolving Fund.   Bids received are as follows: (Base Price) Scott Construction-No Bid; Frontier Equip.-No Bid; Warren Cat-$211,431.00; Keystone Equip.-$180,006.06; Van Keppel-$No Bid.   Acceptance was tabled for one (1) week 1-12-09 for review.  Roll Call:  Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes.  Motion carried.

 

AGENDA #10-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to open and review all bids submitted on selling of equipment for Dist. #3 as follows: Gary Earp-$6000.00 on Track loader; $800.00 on J. Deere Tractor; $1,750.00 on Trojan Loader with no bid towards the Ford tractor, Rock Chipper or 770 Grader.  Meuser’s Materials/Equip.-$4250.00 on 770 Grader only-no other bids.  Clyde Allred-$2111.00 on J. Deere Tractor, $1611.00 on Ford Tractor, $450.00 on Trojan Loader, no bids on other equipment.  Acceptance was tabled for one (1) week 1-12-09 for review.  Roll Call:  Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes.  Motion carried.

  

AGENDA #11-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to declare as surplus property  “one-John Deere Backhoe” for Dist. #3 item #D-327-0305.  Roll Call:  Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes.  Motion carried.

 

AGENDA #12-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to advertise for sale by sealed bids one (1) John Deere Backhoe for Dist. #3.  Bids will be opened and reviewed for possible acceptance in regular meeting of 1/26/09 at 9:00 AM in the County Commissioners meeting room.  Bids will be received no later than 1/26/09 at 8:30 AM in the Co. Clerk’s office Jay, OK.   Roll Call:  Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes.  Motion carried.

 

AGENDA #13-The motion to close out  purchase orders for 2007-2008 for the Co. Clerk’s office was tabled for one (1) week 1-12-09 for further information.  Roll Call:  Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes.  Motion carried.

 

AGENDA #14- A motion was made by Commissioner Crowder and seconded by Commissioner Cornell to approve resolution listing County Holidays for the year of  2009 for all county offices as follows: January. 19, 2009- ML. King Day; February. 16, 2009-President’s Day; April 10, 2009-Good Friday; May 25, 2009-Memorial Day; July 3, 2009 Independence Day; September 7, 2009-Labor Day; October 12, 2009-Columbus Day; November 11, 2009-Veteran’s Day; November 26 & 27, 2009 Thanksgiving Holiday; December 24 & 25, 2009-Christmas Holiday; January 1, 2010-New Years.   Roll Call:  Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes.  Motion carried.

 

AGENDA #15-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to  approve signing of Notice of Award of S.T.O.P. Violence Against Women Grant for the Delaware Co. Sheriff’s Dept. in the amount of $24,576.00.  Roll Call:  Commissioner Cornell-yes, Commissioner Kendrick-yes, Commissioner Crowder-yes.  Motion carried.
